印度2012年“国家职业教育资格框架”述评

Commentary on National Vocational Education Qualifications Framework of India in 2012

基于经济发展对职业教育的迫切诉求和职业教育发展相对滞后的现实困境，2012年9月，印度政府出台了“国家职业教育资格框架”。该框架主要包括设定技能层级与制定国家职业标准、实施先前学习认定、加强与产业界的合作等内容。该框架旨在通过“层次衔接”与“桥梁课程”促进职业教育体系建设与完善，通过研制“国家职业标准”以提高职业教育质量及其管理水平。

Given the urgent requirement for vocational education form economic development and the realistic plight in the development of vocational education，National Vocational Education Qualifications Framework ( NVEQF )was launched by Government of India in September， 2012. The framework mainly contains the following aspects，setting up skill levels and National Occupation Standards，implementing the institution of Recognition of Prior Learning and strengthening cooperation with industry etc. Through levels of cohesion and bridge curricula， the vocational education system will be optimized under NVEQF. By developing National Occupation Standards with an international view，quality and management level of vocational education are expected to be enhanced.
