中文摘要 | 学前教育是准公共物品,并具有普惠性和公益性特点。政府在学前教育投人中应该承担哪些责任,政府与其他投人主体之间的责任如何协调,各级政府之间的责任如何划分,如何保障和规范政府责任的履行等,这些问题不明确,是造成政府不到位、财政投入不足的主要原因,一直制约着我国学前教育的发展。因此,需要明确在学前教育投人中政府的财政投人主渠道作用、多渠道投入的引导作用、对其他投入主体的规制作用等政府责任,使其在各级政府之间合理配置,增强县级政府发展学前教育的财力,强化省级政府的统筹,并通过预箅法等相关法律制度来规范政府责任。 |
英文摘要 | The preschool education is quasi-public goods which with the characteristics of universality and public welfare. What responsibility should government assume in preschool education, how to coordinate responsibilities of the government with other investment main bodys, how to differentiate the responsibilities between different level governments, how to guarantee and restrict the implementation of the government’s responsibilities and so on, these questions are not clear. This is the main reason why the government does not reach the designated position and why the financial input is lack. It always restricts the development of preschool education in our country. Therefore, we need to clear that in preschool education investment, the financial input of the government should be the main channel, the guidance of the multichannel investment, the regulation of other investment main bodys. And we need to make its rational allocation between governments at all levels, enhance the financial resources of the county government to develop preschool education, strengthen the ordination ability of provincial government, and regulate the government responsibility through the budget law. |
