美國證聯會2008年校長領導國家層級新標準及其對我國國民中小學校長培育制度之啟示

A Study on the National Standards for Educational Leadership of ISLLC 2008 in the United States and Its Implication for Preparation Programs of the Elementary and Secondary School Principals in Taiwan

本文旨在說明，美國「跨州學校領導者證照聯合會」於2008年制定的《教育領導政策標準：證聯會2008》，希望重新建立美國教育領導者的新願景。主要分為五個部份，首先說明美國教育對校長領導的重視，提出校長領導能力應該普受重視。第二部份介紹美國教育領導者國家層級標準設立之歷程，說明了歷史演變以及思潮背景。第三部份論述《教育領導政策標準：證聯會2008》的主要內涵，從四方面加以闡述，包括核心目的、主要功能、重要內容和應用範圍。第四部份說明我國國民中小學校長培育制度之現況與困境，並提出美國經驗對我國國民中小學校長培育制度的啟示。最後根據以上探討提出結論。

This article provides an overview of the national standards for principal leadership of 《Educational Leadership Policy Standards: ISLLC2008》in the United States. First， the researchers introduce the goal of the paper， and principal’ leadership ability has emerged. Secondly， we describe what the history and background of the national standards for school leadership in the United States. Third， we explain an outline of 《Educational Leadership Policy Standards: ISLLC2008》. Forth， we present the current status of principal preparation education in Taiwan， and discuss its implications for preparation programs of the elementary and secondary school principals in Taiwan. Finally， we close with some suggestions.
