公私協力模式推動課後補救教學之探究－－以播撒希望種子課輔計畫為例

Research on Carrying out a Remedial Instruction with the use of Public-Private Partnership: The Case of an Academic Counseling Program

本研究以國立臺南大學與財團法人聯華電子科技文教基金會的合作案為計畫進行探討，以了解過去的歷史發展經驗與成果，並分析現況的特色與問題為達上述研究目的，本研究採文件分析法、訪談法和問卷調查法，分析課輔計畫實踐過程中所遭遇到的情形及問題，研究結果如下：一、課輔計畫共歷經了孕苗期、擴大期、整合期、提升期、精簡期；二、課輔計畫係透過公私協力的方式進行；三、課輔計畫內容包括學校課業輔導、弱勢學科補強及品德教育；四、參與課輔計畫的學童在學習動機、學業表現及品德培養方面皆有所成長；五、課輔計畫之行政實施過程所遭遇的問題包括行政助理缺乏工作安定感與學校資源整合不易；六、課輔計畫之教學實施過程所遭遇的問題為部分學生程度落差大、品行及學習態度消極。最後，本研究並根據上述研究結果提出在推動補救教學和後續研究方面的建議。

In recent years, the studies of how to carry out a remedial instruction have thriven. These efforts are particularly important to the development of a remedial instruction program in cooperative curriculum by means of Public-Private Partnership. The purpose of this study was to understand the remedial instruction designed with the use of Public-Private Partnership This was a case study of an academic counseling program executed by the cooperation of UMC and NUTN in order to highlight the developmental process of this program and its outcomes. Documentary analysis, questionnaire investigation and deep interview were used in this study. Forty-one teachers of the remedial instructions are interviewed. It was concluded that: 1. There were five stages in a remedial instruction program, including gestating, expanding, integrating, promoting, and compressing. 2. Public-Private Partnership was feasible for a remedial instruction program. 3. The contents of a remedial instruction included the academic counseling, the improvement of poor subjects, and the moral education. 4. Students who participated in this program had gained a more positive learning motivation, improved academic performance, and performed with a better moral character. 5. A remedial instruction program had some problems in administration, inclusive of the lack of career security for professional program facilitators and of the lack of school resource integration. 6. There are also some problems for a remedial instruction program in teaching, inclusive of the difference between students in academic level, the improper moral character, and the negative attitude.
