荷兰教育督导制度历史悠久，发展比较完善，督导机构具有较强的权威性与独立性。新近实施的“基于风险的教育督导”模式成为荷兰督导体制的特色和亮点，收到了良好成效。本文通过研究荷兰教育督导机构的设置、职能作用，系统探究荷兰教育督导制度和风险督导模式，从而总结荷兰教育督导体制的特点，并提出完善我国教育督导与评价体制的建议。
