教授委员会在高校二级学院治理结构中的地位

The Position of Professor Committee in University's Two-leveled Governance System

目前我国高校在二级学院层面上的决策组织为“党政联席会”，这是2010年修订的《中国共产党普通高等学校基层组织工作条例》做出的明确规定;与此同时，一些高校积极探索“教授治学”，在二级学院层面建立了具有决策职能的教授委员会组织。党政联席会和教授委员会都具有决策职能，厘清它们之间的关系对正常开展工作十分必要。笔者建议:我国高校二级学院建立党、政、学三者共同负责、分工合作的机制，实行“党政学联席会”制度;修订相关法律法规，对学术权力组织在大学治理结构中的地位做出明确规定。

At present， the joint conference of the Party and the Administration is the decision—making body at the school level of Chinese university， which is clearly stipulated by Regulations of the Communist Party of China on Grassroots Organizations in Higher Education Institutions revised in 2010. At the same time， some universities actively explore the idea of Academic Governance by Professors by establishing professor committees as decisionmaking body at the school level. As both of the joint conference of the Party and the Administration and the professor committee perform the decision -making functions， it is imperative for universities to define the relationship between them. It is suggested that a mechanism of shared responsibility and division of labor be established between the Party， the administration and the professor committee， and that regulations concerned be amended so as to provide clear provisions on the status of academic authority organization in the university governance system.
