重启教育改革议程是一种时代的要求与呼唤。它是基于对教育改革的拥护、肯定与坚持，是基于对我国教育改革发展中依然存在着严重问题及面临严峻挑战的认识，同时也是基于对既往改革的反思，从而排解对于改革的制约与障碍。重启教育改革，需要以“努力办好人民满意的教育”为目标，以更大力度地推进教育公平、建设现代学校制度和构建完善的终身教育体系为重心。
