组卷策略是题库系统的重要环节，而使用命题细目表进行组卷则可以有效克服组卷的主观随意性，优化试卷结构。通过计算机系统自动生成命题细目表，再根据细目表进行组卷是基于命题细目表的二阶段组卷策略的核心思想。

The Strategy for test paper composition is very important in the item bank system. Composing test paper with the table of detailed catalogue could reduce the subjectivity and arbitrariness. It also could optimize the construction of the test paper. Automatic generating the table of detailed catalogue， and then composing the test paper is the core thinking of the two steps strategy for test paper composition.
