地方高校智库建设的逻辑分析基于地方政府治理模式创新的探讨

A Logical Analysis of the Think Tank Construction in Local Universities ： Based on Exploration of the Innovation in Local Government Administration

005年起，国务院先后批准设立10个国家综合配套改革试验区，旨在鼓励地方政府探索自下而上制度内生的改革模式，通过制度创新促进区域发展并总结攻克共性难题的经验。地方政府制度创新自主性的提高以及区域综合改革本身的复杂化，客观上要求政府决策寻求多领域的知识支持。地方高校作为地方政府知识采集的重要来源，理应在区域综合配套改革试验区制度创新中发挥智库的作用。

Ten National Pilot Zones for Overall Reform have been approved by the State Council since 2005，aiming to encourage local governments to explore bottom-up reform modes generated by the system，promote the regional development，and accumulate experiences of solving some common problems. The autonomous improvement of system innovation in the local governments and the complexity of the overall regional reform require intellectual supports from different fields for decision-making. Local colleges and universities，as an important resource for local governments' decision making， should play the role of a think tank in system innovation in the Pilot Zones.
