2011年中国“985”大学效率评价——效率水平排序、影响因素研究与松弛变量分析

2011Efficiency Evaluation of China's Project 985Universities——Contributing Factors and Slack Variables

整合武书连中国大学评价和网大大学排行榜构建改进模型,在验证指标体系的基础上,应用EMS软件进行超效率数据包络分析(SE-DEA),对中国985大学展开效率评价。不同于以往研究,本文不局限于效率评价结果的描述性分析(仅计算效率、排列次序、归纳特征等),应用数理统计方法深入探究综合实力、区域经济、学科结构等重要变量对“985”大学效率的影响,系统总结作用于大学效率水平的客观规律;此外,不局限于计算决策单元的总体效率水平,进一步对无效率高校展开单项指标的松弛变量分析(投入冗余和产出不足)及其统计规律研究。为大学绩效的改进引导和教育资源的优化配置提供有针对性的政策建议,为我国世界一流大学的建设实践提供有统计依据的理论指导,并对中国高等教育的现有形势和未来发展做总结和展望。

Integrating the Wu Shulian Chinese University Ranking and the NetBig Chinese University Ranking to build an improved model,the paper examines the validity of the index systems,and then uses EMS software to perform Super Efficiency Data Envelopment Analysis(SE-DEA)and obtain the efficiency and rankings for Project 985universities.Furthermore,we employ mathematical statistics methods such as hypothesis testing and variance analysis to investigate the effects of overall strength, regional economics,and disciplinary structure on the efficiency of Project 985universities,and carry out the slack variable analysis,including input surplus and output deficiency,for relatively inefficient universities.The findings have policy implications for improving university efficiency and optimizing allocations of educational resources,with the study summarizing the current situation and forecasting the future development of Chinese universities.
