The rights of faculty and students are unavoidable in establishing a university charter. From thec charters of universities in Europe and in the USA, some common provisions are found and conclusions are drawn as follows. Firstly, academic freedom is the core righl for faculty and students in universities. Secondly, the essence of regulating the rights of faculty and students lies in respect for the subjectivity of faculty and students. Last but not least, the content of university charters should be consistent with the national law and regulations and rights consistent with dUlies.
