以“示范区”推进“优质均衡”──江苏省推进义务教育均衡发展的区域战略探析

Promoting High - quality Balanced Development by the Demonstration　Areas:Analysis on the Reform and Development Demonstration Areas of　Jiangsu Province

长三角地区是东部教育发展的标杆，苏浙沪推进义务教育均衡发展的路径与策略也各不相同。江苏省以“优质均衡”为目标，以“示范区”为推进义务教育优质均衡发展的基本方式。示范区通过政策制度设计，加大办学投入，确保每一位学生享受优质教育的机会，走内涵式发展道路，促进师资优质均衡等一系列举措，有力促进了区域义务教育优质均衡发展，但产生了诸如推进方法同质化，缺少有针对性的阶段性任务，尚未建立评价义务教育优质均衡发展指标体系等新的问题。基于此，须落实政府责任主体，树立“促进每一个人都发展”的发展理念，健全义务教育优质均衡发展指标体系。

The Yangtze River Delta region is the benchmark of the development of education in eastern China,while the paths and strategies promoting the balanced development of compulsory education in Jiangsu,Zhejiang and Shanghai are not the same. Taking" quality balanced development" as the goal,the "demonstration zone" is the basic way on promoting the balanced development of compulsory education in Jiangsu province. By designing the policies and systems,increasing school inputs,ensuring that every student has the opportunity to enjoy a high - quality education,taking the content development,promoting teacher quality equalization,the demon stration area effectively promote quality balanced development of regional education. But there are new issues such as methods of propulsion homogenization,the lack of short - term tasks targeted,and the evaluation index system on quality balanced development of compulsory education has not yet been established. Based on these,the government is required to implement the main responsibility,the dynamically balanced development concept on " Promoting each student's development" should be erected,the index system on quality balanced development of compulsory education should be improved.
