臺灣大學院校公民教育初探

The Citizenship Education of College in Taiwan

目前臺灣大學院校，多數是利用通識教育課程的名義來開設公民教育，但未見普及，僅臺大、師大、清華、中山、東海等校設有類似科目，期以此類課程帶動通識教育的改革，並透過公民教育來傳遞民主價值，培養公民素養，凝聚公民意識，進而建構公民社會。
大學院校為高級知識份子的養成處所，大學生應有其公民角色認定：「現代社會之中堅、政治社會之成員、公民社會之核心和民主深化之尖兵」，尤其是面對全球化時代，全球公民社會逐漸成型，「國家公民」亦慢慢轉化為「世界公民」，因此，公民養成教育亦應與時俱進，以世界眼光來規劃具有全球視野的公民課程。吾人期待大學院校的公民教育，在正式課程中，設計公民知識、公民責任、公民德性、公民參與的議題，且與社團活動和服務學習結合。公民素養不應侷限於公民知識的學習，亦應擴及公民行動的實踐。

Most of colleges in Taiwan are using the name of general knowledge to open the course of citizenship education presently, but it is not being popularized. Only National Taiwan University, National Taiwan Normal University, National Tsing Hua University, National Sun Yat-sen University and Tunghai University have familiar courses. They are expecting to push forward the revolution of general knowledge education and impart the value of democracy, cultivate the civic quality, agglomerate the citizen awareness and develop a civic society through citizenship education.
College is a place to cultivate the higher intellectuals, college students should have the awareness of being a leader of modern society, member of political society, core of global civic society and deep democracy conscious. Especially facing the era of globalization, global citizen society has being shaped. A national citizen becomes a global citizen, therefore, we should keep pace with the times to design a citizenship education program which combines globe vision. I will expect the citizenship education program in college can blend in with the topics of citizen knowledge, citizen responsibility, citizen morality and citizen participation. In addition, it should combine with school club and learning service. The citizen quality should not confine the learning of citizen knowledge, but also enhance the practice of civic action.
