英文摘要 | IT governance is a core issue for information systems construction and practice development. In this article, the author analyzes and investigates the change process of IT governance in UC Berkeley,and concludes that the key to informationization is to use technology to enhance key activities of a university and to accomplish a university
's mission. Central to the reform are the separation of IT management and IT services, decision-making and monitoring of IT projects, funding management, and the construction of IT organization structure. Identifying problems by IT strategic planning and self review of IT governance, the president of university provides direct oversight to IT governance reform. The general election of the president of UC Berkeley provides an additional opportunity for change, causing multiple groups to be engaged in the governance reform. These are all successful lessons of IT governance reform in UC Berkeley. It is also important to note that the change of IT governance is a redistribution of interests, involving a more fundamental change in the university culture and a key part in the reform of university governance as a whole. |
