陕西省基础教育专网运行策略研究

近年来，国家对教育信息化特别是基础教育信息化高度重视。文章在充分了解陕西省基础教育专网运行的现状和存在的问题的基础上，分析了影响专网运行因素，提出专网运行的策略：树立教育专网理念，扫清思想障碍；制定专网政策，规范专网运行制度；落实专网资源，夯实专网运行实体；加强专网组织管理，理顺专网运行职责；加强专网应用的培训；尊重版权，平衡利益，促进共建共享、互通共用；建立有效的激励、竞争、评价及反馈机制；积极拓展专网的应用范围。

In recently years, the national attaches great importance to education informatization, especially The Basic education informationization. This paper fully understand the status and the problems of basic education, private network running in Shaanxi Province, analyzed the impact of special network operating factors, and proposed the strategy of the network runs: to establish a private network concept of Education, cleared the ideological barriers; private network policies, the specification specifically network operating system; the implementation of the private network resources, consolidate the operating entity of the private network; to strengthen the organization and management of the private network, rationalize the network runs duties; strengthen the training of the private network applications; respect for copyright, the balance of interests, promote the construction and sharing, interoperability share; effective incentives, competition, evaluation and feedback mechanisms; actively expand the scope of application of the special network.
