A Study on Fairness of Education Policy in the Process of Urbanization

在城市化进程中，教育政策公平性的影响因素主要有教育政策的精英化、城市化及效率优先的价值取向，教育政策的有限理性决策模式，教育政策活动中的利益相关者缺席，教育政策执行过程的偏差，城乡二元结构等。建议通过确立公平的教育政策价值取向，建立完善利益相关者参与机制，加强政策执行的指导和评估机制等措施以提高教育政策的公平性。

In the process of Urbanization， many factors influence the fairness of education policy ， which include the elitism ， urbanization and priority to efficiency of the educational policies，limited rational decision model，absence of stakeholders in the process of educational policy， deviation of educational policy implementation， city and countryside dual structure. To improve the fairness of education policy， we should establish fair value orientation of education policy， improve mechanism of stakeholder participation， and strengthen policy guidance and evaluation mechanism.
