海外高层次学术人才引进的方略与对策

On the Strategy of Overseas High-end Academic Talent Introduction

通过对我国留美博士滞留与回归情况进行分析，本文提出国内学术体制与环境的不尽如人意是导致人才回归率低的主要原因。研究表明，在这个渴盼杰出人才的时代，实现从关注人才引进到重视人才使用和成长环境的营造、从强调对少数高端人才的政策支持到重视对潜在高端人才培养的方略转变，是推动我国人才强国和人才强校战略的基本路径选择。

Through the analysis of Chinese Ph.D. students in the USA, this paper suggests that the low introduction rate of overseas high-end talents is primarily attributed to China's unfavorable academic system and environment. The key approach to China's strategy of strengthening the country and universities through talents lies in the shift of focus from talent introduction to the improvement of academic environment, and from the policy support for few high-end talents to the cultivation of potential high-end talents.
