The adjustment of the distribution of primary and secondary schools in rural areas is always an important work in our country, which aims at promoting rural basic education development. To achieve balanced development of compulsory education, the government should improve own performance and put this work forward. In wales, those rural primary small schools are facing some difficulties, such as students' numbers decrease and low efficiency of schools. Based on the scientific and democratic principle, welsh government works out a planning, which includes two new models of reorganisation of small schools: federal school and area school. Under new arrangement, small schools have significantly improved. We can benefit a lot from these successful experiences in the adjustment of the distribution of primary and secondary schools in rural areas.
