中文摘要 | 国际公务员的聘用标准包括价值观念与基本能力两个方面。其中,在价值观念上要求国际公务员宽容、谅解并尊重他人,做到独立、忠诚并兼顾合理的国家利益;在具体能力上,国际公务员不仅应具有过硬的专业知识与技能,而且还应具备良好的语言、交流、学习、合作和管理能力。我国传统的国际公务员培养方式走的是封闭的、专门化的路线,虽然重视专业知识和技能的培养,但却忽视基本价值观和工作核心素养的系统习得。因此,必须将国际公务员的培养放在更为开放的社会系统中,使长期培养、短期培训和社会熏陶有机结合起来,才能培养出大批具有发展潜质的优秀国际公务员。 |
英文摘要 | The recruitment standards of International Civil Servant (ICS) include two aspects-fundamental values and core competences. An ICS who adheres to fundamental values would tolerate, understand and respect others. He should be loyal to his organization, be independent of outside control, and takes national interests into account at the same time. Core competences consist of professional knowledge and skills, communication skills, learning abilities, cooperation abilities and management abilities. However, ICS preparation in China is carried out in a closed and specialized way, highlighting professional knowledge but neglecting core values and competences. Therefore, ICS preparation should be carried out in an open environment with sound coordination among long-term education, short-term training and social support. Only through this way we can produce large number of qualified and promising ICSs. |
