《规划纲要》国家版的网络舆情分析——基于五大综合类门户网站的研究

An Analysis of Net-mediated Public Opinions for National Plan for Medium and Long-term Educational Reform and Development (2010-2020) : A Study of Five Synthesized Gateway Websites

网络舆情是社会舆情在互联网空间的映射。《国家中长期教育改革和发展规划纲要(2010－2020年)》(简称《规划纲要》)通过网络广泛地征求民意，真正做到了"问计于民"。专家则针对义务教育、高中教育等十大民众关注的热点问题，提出了"解决择校问题根本是教育公平"、应追求"绿色升学率"等建议。因而，做好舆情应对是帮助民众理解《规划纲要》、有效引导舆论的前提。

Net-mediated public sentiment is the reaction of the social public opinions in cyberspace. Through the network, soliciting public suggestion for National Plan for Medium and Long-term Educational Reform and Development(2010-2020)(NPMLERD)is the way to achieve "authentic" decision-making. Targeting ten hot issues that people care most, such as compulsory education and high-school education,etc. , the plan-making experts suggested that the equality of education being the baseline for solving the challenges in university application, and emphasizing the "green rate" of university admission. Paying attention to net-mediated public opinion is the prerequisite for understanding the NPMLERD and an effective way to guide public opinions.
