Higher Education Endowed with Wings of ICTs ——The Development and Challenges of Open and Distance Education in Shanghai

在推进高等教育大众化、促进教育公平、推动教育创新方面，信息通信技术发挥了引擎作用。本报告以上海电视大学为案例，呈现了ICT 促进上海开放与远程高等教育跨越式发展的经验。报告分三部分：第一部分分析了上海城市发展带来的挑战和上海电视大学的战略选择；第二部分总结了上海电视大学在建立市民数字化终身学习系统的实践和取得的成果；最后是问题与展望，探讨了新技术与旧技术、硬技术与软技术、投入与产出、质量与规模等问题。

Information and communication technologies (ICTs) play an "engine" role in promoting higher education, education equity and educational innovation. Based on the case of Shanghai TV University, the speech presents Shanghai TVU's experience of using ICTs to promote open and distance higher education. The speech includes three parts: the first part is about the challenges facing Shanghai's urban development and the strategic choice of Shanghai TV University; the second part summarizes the practice and achievements of Shanghai TV University in the establishment of the public system of digital lifelong learning; and finally, the speech focus on some problems and prospects such as new technology and old technology, hard technology and soft technology, input and output and quality and scale.
