Clarifying Several Strategic Issues in the Construction of Open Universities

本文围绕建设北京开放大学应坚持的五个创新，阐述了建设具有中国特色、首都特点的世界一流开放大学目标的具体内涵。文章首先从八个方面阐述了开放大学的开放办学理念，指出开放大学代表高等教育未来改革发展的新趋势；然后，在分析当前我国高等教育改革发展和学习型社会建构形势的基础上，提出我国的开放大学要承担推动我国高等教育改革、建设学习型社会的新任务；最后，提出办好开放大学，要以国际化新标准引领开放大学战略性重点建设，要用新的体制、机制来保证新任务的完成，要在教育的公开、公平、公正、公信和公益上取得新发展。

By exploring the five dimensions of innovation embodied in the construction of Beijing Open University, the author elaborates on how to build a world-class open university, which will have the characteristics of China and the capital city Beijing. Based on a detailed explanation of "open", the author argues that open universities stand for the new trend of the reform in China's higher education. An analysis of the status quo of higher education and the building of learning society reveal that open universities should undertake the great task of promoting the reform of higher education and the formation of a learning society. With these tasks in mind, the establishment of an open university must conform to international standards, at both macro and micro levels. Only by following such a roadmap, can the open university achieves new levels of openness, equality, justice, accountability, and public welfare of education.
