数字化学习在高等教育中的创新应用——访泰国网络大学项目专家查瓦勒·勒查罗兰教授

An Exemplary Practice of E-learning in Thailand's Higher Education: An Interview with Prof. Chawalert Lertchalolarn

数字化学习(E-learning)是指学习者通过网络教育平台进行学习的一种全新的学习模式。随着网络技术的发展和普及，以及终身教育理念和创新举措在世界范围内的大力推进，数字化学习作为一种新的学习方式，为越来越多的政府、大学和企业接受并采用。然而，作为一个新生事物，数字化学习的发展并不是一帆风顺的，而是需要结合实际的教育问题，不断进行创新和研究。当前适逢国内开放大学建设热潮，到底如何构建中国特色的开放大学体系，如何办好开放大学，也是需要在了解已有教育资源和本土需求的基础上，在积极吸取国内外先进经验的基础上进行创新。本期访谈嘉宾，泰国网络大学(Thailand Cyber University，简称TCU)项目专家查瓦勒·勒查罗兰(Chawalert Lertchalolarn)教授在梳理泰国教育领域，尤其是高等教育所面临问题，如经费短缺、缺少高质量的教员、教学方法过于陈旧等的基础上，为我们介绍了泰国高等教育领域的创新实践，即数字化学习的典型案例———泰国网络大学的创立背景、组织结构、运作状况、所开展的项目、经验教训等，希望泰国网络大学的运行经验可以为我国数字化学习，乃至开放大学的建设与终身学习的发展提供宝贵的经验。勒查罗兰分别于1969 年和1971 年获得泰国朱拉隆功大学( Chulalongkorn University) 教育学院中等教育专业学士学位和视听通讯专业硕士学位，1981 年获得美国宾夕法尼亚州匹兹堡大学教育通讯与技术(Educational Communications and Technology)专业哲学博士学位。勒查罗兰教授曾就职于朱拉隆功大学教育学院，现为泰国教育部高等教育委员会下属的泰国网络大学(TCU)项目专家，目前主要致力于数字化学习在泰国高等教育及各级学校教育中的应用与研究。

E-learning refers to a new learning model in which learners learn through online platforms. With the development and popularization of network technologies, e-learning has been adopted and used by more and more colleges and enterprises as a formal way of learning. However, as a new phenomenon, the development of e-learning is not easy, and it requires innovation and continuous research on real practice. Currently, with the construction booming of open universities in china, we need to consider how to build an open university system that works for China, and how to operate the system. We need to actively learn from experiences at home and abroad and innovate, by understanding the existing educational resources and local needs. Here we conducted an interview with Professor Chawalert Lertchalolarn, about his strategies in solving the problems faced by Thailand's higher education. He introduced exemplary practices of e-learning carried out by Thailand Cyber University (TCU) from the following aspects: background, organizational structure, on-going activities, and training programs for developing educational personnel andbudget expenditure etc. We hope that the successes of TCU could inspire China in its fast development of e-learning.
