Opinion about the Concept and Implementation of Making the Innovative Curriculum in Secondary and Elementary School for the Present Period--Example on the
處於現今電子化世代，知識的變化與創新是快速的，因而陸陸續續有新課程或新領域需學習的產生，已是一種常態。學校課程並非只是多年來固定的國語、英語、數學、自然、社會及體育等科別，這也顯示出「空無課程」概念的重要性。再者課程改革的論述、合法性及規範性是被建構出來的，是可以改變的，沒有永遠的準則。今在九年一貫課程的改革之下，學校比起以往有更多課程自主的空間，學校當可掌握此精神，讓學校的課程跟得上時代潮流，故創新課程至為重要。本文以行政院金融監督管理委員會於2005 年4 月所擬妥的國民中小學金融知識學程為例，旨在提出一些意見做省思，無非是要提醒大家對空無課程概念、創新學科設立的重視。更提醒現代教育工作者，學校所教授的知識內容也要與時俱進。最後本文綜合歸納出，當進行創新課程規劃與實施時所應評估之重要因素，包括：一、課程本身的重要性與發展性。二、學習者的需求與興趣。三、課程教材的適切性。四、實施時間。五、師資問題。六、公眾的認同性。
Living in the contemporary electronic era， we witness rapid changes and innovations. So it is normal for new curriculums or new field learning to emerge continually. School curriculums are not any more confined to such subjects as Chinese， English， Mathematics， natural science， social studies and physical education that have constantly been offered for many years， which demonstrates the importance of the “null curriculum” concept. Furthermore， the discourse and legitimacy and specification of curricular reform are constructed and thus are changeable. There should be no permanent standards for it. Now that the reform on the Grade 1-9 curriculum is underway， schools enjoy more room for curriculum autonomy than they used to. They can keep in step with this essence to let their curriculums keep abreast of the times. So the importance of innovative curriculums cannot be overestimated. This study used the “Financial Knowledge” curriculum about the elementary and secondary school as the example， which was written by Financial Supervisory Commission， Executive Yuan (April 2005). The purpose is to offer some opinions on what reflections can be made and remind people to pay attention to make the null curriculum and innovative subjects. Furthermore， it is to remind contemporary educators that the knowledge contents taught in school must keep up with the times. Finally， this studysummarized that in planning and implementing innovative curriculums， the important factors that should be considered include: (1) the importance and viability of curriculum itself， (2) the needs and interests of the learners， (3) the relevancy of curriculum materials， (4) implementation time， (5) teachers， and (6) approval of the public.
