中文摘要 | 行政化倾向使我国大学权力结构呈现出一元化的特征,它不符合学术组织本质的要求,不利于大学学术的良性发展。推行\"去行政化"改革,建立基于科学理性的多元共享治理体制,调整大学权力结构与关系,不但是建设现代大学制度、加强大学科学管理的需要,更是重塑大学精神、回归学术本质的需要。调整行政权力关系,要求调整行政权力的内部关系,转变行政工作性质,建立专业化的行政团队;调整学术权力关系,重在落实教授治学,建立多元学术主体共担权力、共治学术的结构体系。 |
英文摘要 | The administration of university operation has made a unified feature of the power structure in China, which neither meets the requirements of an academic organization s nature nor is conducive to the healthy development of university academics. It is not only the need of construction of modern system and reinforcement of scientific management but also the need of reshaping the academic spirit and returning to the academic nature for the university to implement de-administration, establish a scientific rationality based multiple shared governance system and adjust university power structure and relations. To adjust administrative power, there is the need to change the internal relationship of administrative power, transform the nature of administrative work and build a professional administrative team, meanwhile the key issue of the academic power structure adjustment is to carry out the professorate governance policy and establish a multiple system of power-sharing and responsibility-sharing in academic administration. |
